The January 2026 environmental impact report identifies Insta Green Energy L.L.C. as the investor for a proposed solar and storage project in Rufc i Ri, Rufc i Vjetër, Dobrajë e Madhe and Torinë, in Lipjan municipality.
A Ministry public notice dated 9 July 2026 describes a phase-one consultation for construction conditions and specifies 90 MW of solar and a 15 MW / 30 MWh battery.
